This has been the subject of much debate, and probably always will be. The question has been asked again at OJR, where people are asked to choose the best web font from the following: Arial, Courier New, Georgia, Times New Roman, Trebuchet MS and Verdana.
Verdana has the lead, followed by Arial and Georgia. Those are definitely my top three faves, but I think I prefer Arial, because in long paragraphs Verdana doesn't look as clean. Georgia is beautiful and easy to read, and I like using that for certain design styles as well.
Michael Surtees wrote about a British design company called Message that is conducting a survey on font and usability. This is a wonderful study, and allows you to choose from several font styles which can then be re-sized to what's readable to you. You can also adjust the column width and line height, so they go further than just asking what the best font for the web is. After participating, you're given the option to email them to receive the results, once they come in. I'm very anxious to see how the study turns out.
